Outlook 0x800CCC0E

From Webpipe Wiki

When you try to send or receive mail through Outlook or Outlook Express, you get the following error.

Error Message:

The connection to the server has failed. Account: 'mail.webpipe.net',
Server: 'mail.webpipe.net', Protocol: SMTP, Port: 25, Secure(SSL): No,
Socket Error: 10060, Error Number: 0x800CCC0E

Problem:

This is an error is most often caused by a firewall or your ISP blocking incoming or outgoing mail ports. Make sure that ports 25 and 110 are open on the computer.

Resolution:

Try to ping mail.webpipe.net. You should get a response from 63.172.126.3. This should work if you have network connectivity.

If the ping works, try to telnet to mail.webpipe.net on port 25.

On a command prompt, type:

telnet mail.webpipe.net 25

If the connection is successful, you should get a message that says:

Trying 63.172.126.3...
Connected to mail.webpipe.net (63.172.126.3).
Escape character is '^]'.
220 qmail.webpipe.net ESMTP

If you get a just "Trying 63.172.126.3..." and then hangs or gives an error, you have either a firewall blocking that port or your Internet Service Provider is blocking that port. If you get a pop-up window from your firewall to connect, click "Allow".

If it is a firewall issue, configure your firewall program to allow you to send and receive mail properly. If your ISP is blocking this port, they will provide you with an outgoing mail server that you can use instead of mail.webpipe.net.
